Worth advices are priceless. Mostly depends on how will the other side use your advice. Won´t it be just waste of time or will it be helpful for both sides? Both variants are possible.
People around me are asking me very often for advice. Common questions are how to make the right business decisions if it is worth to create some applications or to start a completely new business. As I am experienced enough, I can see the mistakes at first sight and it is pleasure to share my experience with others. This cooperation has firm rules.
If someone is asking you for advice, first of all, he has to specify the topic and explain the reason of choosing you. This explanation should help you to decide whether to accept this request or reject it. The worst variant is the waste of your time, in case that the guy wants only to confirm their own ideas or just to have a talk.

He has to take your advice seriously – give advice only to the person who will follow your advice and use it.
Feedback – feedback is necessary, what he did and why.
Price – if still, more and more people ask you for the advice you can charge the advice in fees. You will reduce the number of people who want the advice for free and who are not serious. Your price will work as a filter to eliminate talkative naggers.
Straight to the topic – you should use every single minute of your meeting to discuss requested topic. Soapbox speeches are useless and again just a waste of time.
